When I saw the sketch, I immediately remembered a paper serviette (napkin) which I have been saving for many many moons for a special card. I thought that there will never come a better opportunity than right now ;-)
Here is what I came up with : (The photos aren't that great, because I took the it underneath the fluorescent light.)
I seperated the serviette's layers so I could use the top layer only and then fixed the serviette onto handmade paper. I love this technique, because the handmade paper adds texture to the serviette. Believe it or not, I got my sewing machine out!

I used foam squares/pop dots to raise the sentiment
The little stars on the chippie was enhanced with 'confetti' stars
